Save recovered files to your computer or another storage device.

Do not save recovered files back to the affected USB drive until recovery is complete, as doing so could overwrite other recoverable data.

Often, yes. When files are deleted from a USB drive, the file system records may be removed while some of the underlying data remains on the drive.
Recovery is more likely if you stop using the USB immediately. Saving new files, copying data to the drive, or continuing to use it may overwrite the space containing the deleted files.
